John Cicero John Cicero

John Cicero, MAI, CRE, FRICS is a founder and Managing Principal of Miller Cicero, LLC. In addition to appraising property, Mr. Cicero is responsible for managing and reviewing appraisals prepared by the professional staff, as well as client relations and daily office administration. 

Mr. Cicero has a quarter century of commercial appraisal experience. Prior to the formation of Miller Cicero, LLC, he was employed as a Vice President and manager of a national appraisal firm in their New York City office.  From 1989 through 1992 he was Vice President in Chemical Bank’s Market Analysis and Valuation Group, where has was responsible for reviewing appraisals prepared for the Bank, and acting as an in-house consultant on valuation-related matters.

Mr. Cicero has extensive experience with a wide variety of commercial property including multi-family buildings, apartment houses, office buildings, retail property, blocks of unsold co-ops and condos, industrial and flex buildings, vacant land and special-use property.  He is particularly proficient at complex cash flow modeling. 

Mr. Cicero has been admitted as an expert witness in the Supreme Court of the State of New York County of New York, New York City Surrogate's Court and the American Arbitration Association.  

Mr. Cicero holds the following professional designations:

  • MAI, Member of the Appraisal Institute
  • CRE, Counselor of Real Estate
  • FRICS, Fellow of the Royal Institute of Chartered Surveyors

in addition to general certification in the states of New York and New Jersey.  He is a former adjunct assistant professor at New York University’s Master of Science in Real Estate program.  He is also a member of the Real Estate Board of New York.  Mr. Cicero serves on the Board of Directors for the Metropolitan New York Chapter of the Appraisal Institute.

Mr. Cicero is a former Director of the Catholic Charities of Brooklyn and Queens Progress of People’s Development Corp. (POP), a not-for-profit corporation that develops and manages affordable housing in those boroughs, and a member of the New York State Association for Affordable Housing (NYSAFAH).  He also serves on the Advisory Committee for the NYU Furman Center Preservation Data Project, a 3-year project funded by the Macarthur Foundation committed to creating a central database of all affordable rental housing in New York City.

Mr. Cicero received a post-graduate diploma in Real Estate Investment and Analysis from New York University’s Real Estate Institute, and his BA degree from the State University of New York at Binghamton.  He maintains continuing education through seminars throughout the region on an on-going basis.

Jonathan J. Miller Jonathan J. Miller

Jonathan is a co-founder, and managing principal of Miller Cicero, LLC, a commercial appraisal consulting concern, as well as co-founder and President/CEO of Miller Samuel Inc., a residential valuation company. He is a certified general real estate appraiser in the State of New York and has been appraising properties since 1986. Jonathan has performed extensive assignments concerning mortgage origination, relocation, divorce, foreclosure, bankruptcy, asset valuation, share allocation, common area valuation, trust and estate matters and has been admitted as an expert witness in four different venues. He serves as a member of the Mayor's Economic Advisory Panel for the New York City Office of Management and Budget and is a member of the New York City Council Finance Committee Economic Advisory Board.

Jonathan is a well-regarded real estate prognosticator speaking on US housing issues, appearing regularly on CNBC, NBC, CNN, ABC, Fox, Bloomberg and others. Jonathan has been a featured speaker at national appraiser conferences, industry panels and trade groups. He has served on advisory panels including Fannie Mae and Employee Relocation Council concerning coop and technology issues. His research has been used or he has participated in research projects with various academic and government institutions and has authored numerous articles on valuation and market trends.

In 2005, Jonathan built and launched two widely read real estate blogs: Matrix: Interpreting the Real Estate Economy and Soapbox: Appraisal Ethics, Ideas and Industry Issues. He was recognized by Inman News as one of the top 25 most influential real estate bloggers in the country and his blog Matrix was voted one of the top five real estate blogs.

Since 1994, Jonathan has continued to author a series of widely read real estate market reports on the New York region for Prudential Douglas Elliman in Manhattan, Brooklyn, Queens, Long Island and The Hamptons and North Fork. They are widely used by local, regional and national media as well as national and local lending institutions, various government agencies, the Federal Reserve, New York City Office of Management and Budget and the Internal Revenue Service. The reports have an annualized distribution in both print and internet downloads of more than 300,000 copies.

Michael Falsetta Michael Falsetta

Michael Falsetta is Executive Vice President.  A native New Yorker and Manhattan resident, he has in-depth and extensive knowledge of New York City and its neighborhoods.

Michael Falsetta has seventeen years of commercial appraisal experience and has been involved in different facets of the real estate industry since 1988, including sales and facilities management, and has acted as general construction manager on small multi-family (4-6 unit) rehab projects in Brooklyn.  Prior to his employment with Miller Cicero, LLC, Mr. Falsetta was employed as a Senior Appraiser at a national appraisal firm.

Mr. Falsetta has considerable experience with building design and construction and specializes in proposed development and new construction projects, particularly large-scale residential and mixed-use projects.  He is acknolwedged to be one of the City's top experts in new condominimums and frequently consults with developers and construction lenders on this topic.

Mr. Falsetta has performed appraisals throughout the Northeast and has extensive experience with condominium developments, multi-family apartment buildings, development sites/conversion properties, office buildings, shopping centers and industrial facilities.

Mr. Falsetta was educated at Columbia University in New York and holds a bachelor's degree in Urban Studies.  He also completed one year of graduate level coursework in Urban Planning at City University on New York, specializing in both transportation planning and real estate development.  Mr. Falsetta holds a New York State General Appraiser Certification.

Until 2007, Mr. Falsetta held the world record for having traveled through the entire New York City subway system in record time.  (OK, so he's a little eccentric!)

Steven Manheimer Steven Manheimer

Steven Manheimer is a Senior Vice President at Miller Cicero, LLC.  A native New Yorker and resident of Riverdale, Bronx, Mr. Manheimer has over 14 years of commercial real estate experience.

Mr. Manheimer specializes in complex valuation assignments and is particularly proficient with cash flow modeling.  He has developed an expertise in office building and retail valuation but also has extensive experience with affordable housing, apartment buildings, development sites and industrial buildings.

Prior to joining Miller Cicero, LLC, Mr. Manheimer was employed as an associate in the New York City office of a national appraisal firm, where he appraised property throughout the Northeastern United States.

Mr. Manheimer has an extensive background in real estate market research.  As a Senior Research Associate at RE/Locate (Realty Information Tracking Services), he oversaw the division responsible for maintaining a database of companies located throughout the New York City metropolitan area.  Mr. Manheimer supervised and trained the market research staff in on-site canvassing and information-gathering techniques.  He was responsible for quality control of one of the company's proprietary software programs and was instrumental in the production of the company's various reports and products.

Mr. Manheimer is a New York State Certified General Real Estate Appaiser.  He received his Bachelor of Science degree in architecture from the City College of New York (CUNY).  He has completed several real estate courses at New York University's Real Estate Institute and maintains ongoing continuing education for state licensing.
